This tutorial was created using PSP7. It is rather lengthy and uses many layers. It is actually two tutorials I guess since you will be making the moon and the fairy. As you make each one you can duplicate your image and merge visible layers and tube the image if you like.
I have provided selections for this tutorial but you can practice your vectors. You can always add a layer and load the selection and flood fill it, then go to vectors and work with them until they match the selection on the layer below and delete that layer.
This is the zip you will need with the selections, color palette and gradients.
If you have trouble with free hand drawing (like me) you can use the point-to-point selections or point-to-point draw tool.
SAVE YOUR WORK OFTEN!!!
1. Open your color palette and set your foreground color to the lgt gray and your background color to the drk gray. Open a new image 400X400. Add a new layer. Set your background styles to gradient and use these settings:

2. Add a new layer called "moon" and load the selection "moon.sel". Make your foreground color the lgt cream and your background color the drk cream. Set your background styles to gradient and use these settings:

3. Select none. Add a new layer called "lft eye" and load the selection "lft eye.sel". Go to selections/modify/feather/2. Flood fill the lft eye with white.
4. Select none. Load the selection "lft pupil.sel". Go to selections/modify/feather/2. Flood fill his eye with the color of your choice.
5. Select none. Load the selection "lft eye black.sel". Go to selections/modify/feather/2. Flood fill this selection with black.
6. Go to your tubes and give his eye some sparkle.
7. Go back to #3 of this tutorial and do the same steps for his right eye. Steps 3 thru 6.
~ ~ Are You Saving ?? ~ ~
8. Add a new layer. Set your background styles to null and using the rust color draw in some eyebrows with a line setting of 3. Go to effects/blue/gaussian blur/1.00.
9. Go to your layer palette and make a new layer above the moon layer and below the lft eye layer naming it "eyeshadow".
10. Select the spray paint and spray the rust color with these settings around the eyes to give them some depth.

11. Apply effects/blur/gaussian blur/2.00.
12. Add a new layer and draw in some eyelashes and apply effects/blur/gaussian blur/.50. You can choose either the rust color or black for your eyelashes.
~ ~ Save That Work ~ ~
13. Add a new layer called "nose". With your draw tool and the rust color draw a curved line for the left side of the nose and the right side of the nose and two nostrils.

14. Go to effects/blur/average/film aperature "3" and apply.
15. Add a new layer called "nose shading" and use the spray paint with the same settings except a brush size of 4 and the rust color let's give that nose some shape.
16. Add a new layer called "nose highlighting". With the spray paint and white add some highlight to the round end of the nose and use the gaussian blur.
17. Add a new layer called "mouth". With the background styles set to null and the rust color for the foreground draw a mouth with a line setting of 3. Go to effects/blur/gaussian blur/3.
18. Add a new layer called "lip". With the background styles still set to null and the foreground color pink draw in a lip. Go to effects/blur/gaussian blur/3.
19. A a new layer called "lip highlighting" and spray paint a bit of white with the same settings and then go to effects/blur/gaussian blur/3.
You should have something like this.

20. Add a new layer called "cheeks". Using the pink color and the paint brush with these settings spray on some pink for the cheeks. Apply effects/blur/gaussian blur 8.00.
21. Add a new layer for "cheek highlights". Using white and the paint brush with the same settings give the cheeks a little highlight under the eyes and apply the gaussian blur.
22. At this point you can turn off your 1st layer and go to layers/merge/merge visible and then turn the 1st layer back on.

~ ~ Save Your Work ~ ~
23. Now on the the clouds. Add a new layer called "clouds".
24. With the spray paint and white spray on the beginnings of your clouds adding more at the top.

|
25. Add a new layer and spray on some more with the same settings except change your brush shape to right slash.

26. Again, apply the gaussian blur with the same settings.
27. Add a new layer and come back across the top of your clouds with another layer of the paintbrush on the round setting and give this a gaussian blur of 4.
28. Turn off the background layer and the moon layer and merge visible layers.
29. Go the the retouch tool and choose the smudge tool with these settings and smudge around on your clouds giving them some movement and fading out the bottoms.

30. Add a new layer and call it rainbow. Go to your tubes and apply the "rainbow fairy moon" tube. You may need to use your deformation tool to make the rainbow wider so it will extend all the way across your graphic. Use the mover tool to place the rainbow where you want it. On your layer palette change your layer blend to "soft light" for the rainbow layer.
31. Add a new layer and call it hair. Go to selections/load from disk and load the "hair.sel". Go to selections/modify/feather 4. Flood fill this selection with the "hair" color (935E36).
32. Using the spray paint with these settings, draw some strands of hair using the "hair hghlght" throughout all the hair. Use your smudge tool and smudge these a little bit.

33. Give her some hair bands for her ponytails.
34. Add a new layer called "face" and load the selection "face.sel". Go to selections/modify/feather 1. Flood fill with the "skin color".
35. Go to your layer palette and drag this layer below the "hair" layer.
36. Using the spray paint and the color (9E5144) spray around her hair line, the jaw line, and each side of the neck. Gaussian blur at 5.00.
~ ~ Don't forget to save your work ~ ~
37. Give her some eyebrows, eyes, nose and mouth. I add a new layer for each of these so I can change and move around as I work. When it comes time for the cheeks spray paint them and then blur them.
38. Add a new layer naming it "collar" and load the "collar.sel". Flood fill it with the lgt gray color.
39. Go to selections/float. Go to effects/3d effects/cutout and apply with these settings:

40. Do the cutout again changing the vertical to "-4" and leaving the horizontal at "0". Selections/defloat.
41. Promote selection to layer. Selections/modify/expand/3. Flood fill this with white and drag it below the collar layer.
42. Do the cutout with the vertical "1" and the blur "7.5". Do the cutout a second time with the vertical "-1".
43. Shut off all layers except the two collar layers and merge visible. Put some decoration on her collar if you like. I used a pearl tube.
44. Go to effects/3d effects/drop shadow and use these settings:

45. Go to effects/noise/edge preserving smooth and apply these settings. This will tone it down a little bit.

46. Add a new layer called "dress" and load the "dress.sel". Flood fill it with "red". Do a drop shadow with the same settings. Just leave it for now, we will do some shading on it after we have the other parts put on and can see where it needs to go.
47. Add a new layer calling it "rgt arm" and load the "rgt arm.sel". Flood fill it with the skin color. Add a drop shadow with the same settings.
48. Add a new layer for the shading. With the spray paint at these settings spray in some skin shading and then gaussian blur at "5.00".
49. Add a new layer and with the skin shading color and the spray paint set to size "1" draw in between her fingers to separate them a little. Gaussian blur this with "1.00".
50. Add a new layer for her left leg and load the "lft leg.sel". Flood fill with the skin color.
51. Go to selections/float. Do a cutout with these settings and the skin shade color (9E5144). Do the cutout again changing the vertical to "1".

52. Select none. Add a drop shadow with the same settings. Be sure this layer is below your dress layer.
53. Add a new layer for her right leg and load the "right leg.sel". Flood fill with the skin color. Add a drop shadow with the same settings.
54. Go to selections/float. Do a cutout with the same settings and the skin shade color. Do the cutout again changing the vertical. Select none.
55. Add a new layer for the left sock and load the "lft sock.sel". Flood fill with the lgt gray color. Add a drop shadow with the same settings.
56. Add a new layer and do a cutout with the same settings and the color black. Add another layer and do the cutout again changing the vertical. Select none.
57. Add a new layer and with the color white and the spray paint size of 9 give her sock some highlight on the top of her foot and up on the top of the sock. Gaussian blur this at 3.00.
58. Add a new layer for the right sock and load the "rgt sock.sel". Flood fill with the lgt gray color. Add a drop shadow with the same settings.
59. Add a new layer and do a cutout with the same settings and the color black. Add another layer and do the cutout again changing the vertical. Select none.
60. Add a new layer and with the color white and the spray paint size of 9 give this sock some highlight around the top and gaussian blur at 3.00.
61. Add a new layer called dress bottom. Load the "dress bottom.sel". This layer should be under her legs and feet.
62. Flood fill this selection with red. Add a new layer. With the spray paint on these settings paint in black on the dress bottom selection and then gaussian blur at 8.00.

63. Add another layer and with your spray paint (change the size to about 9) and white spray just along the bottom edge and gaussian blur at 8.00. Select none.
~ ~ Are we saving our work??? ~ ~
64. Ok, let's go back to the dress layer (sure hope you've been naming those layers).
65. Go to selection/select all. Then click on your magic wand and click on the dress so it will be selected. This way we don't have to worry about getting "outside of the lines" as we add our shading and highlighting.
66. Add a new layer. Use the spray paint and the color black and let's put in some shading. Paint your shading wherever you think they might be a fold or shadow on the dress.

67. Gaussian blur this at 6.00.
68. Add a new layer and spray in some highlights and gaussian blur at 6.00.
69. Now work with your smudge tool and smudge these highlights around to blend in and give the dress some movement. Select none.
70. Add a new layer calling it "star 1". Add the star tube. Place the tube on her knee. Reduce the transparency of the star and you can see her knee through it. Use the eraser tool and erase some of the star where the knee is. This makes the star look as if it is behind her knee. Add the drop shadow.
71. Add a new layer for her left arm and load the "lft hand.sel". Flood fill with the skin color. Move the hand into a position that you like and select none.
72. Select all then with the magic wand click on the hand. Add a new layer and with the spray tool just barely spray the skin shading color around the outside edges and gaussian blur at 2.00. Add a drop shadow. Move the hand into a position that you like.
73. Add a new layer calling it "star 2" and put in another star tube. Place this under the right arm layer. Reduce the transparency of the right arm and erase the thumb so that it looks like she is holding the star.
74. Go back to your "star 2" layer and add the drop shadow.
75. Add a new layer for her wings. Load the "wing.sel". Make your foreground and background white. Flood fill with the wing gradient.
76. Add a new layer for the wing highlight and with the spray paint, paint along the top and edge of the wing. Gausian blur at 4.00.
77. Close all layers except the wing layers and merge visible. Select none.
78. With the smudge or the soften tool go around the edges of the wings and soften them a little bit.
79. With the mover tool, move the wing where you want it. Drag the wing behind the dress layer.
80. Duplicate that layer and go to image/mirror. Move that wing into place on her right side.
81. Duplicate that layer and with the mover tool move it down.
82. Duplicate that layer and go to image/mirror. Move that wing into place.
WHEW !!! ... that's it. You can decorate as you like now. I had to go back and paint her fingernails ... LOL ... oh, and I also went back to the moon layer and gave it a glow with a drop shadow.

Hope you had fun ... ;o) ... Lady TX
